Playlist Manager will allow you to create, edit and delete playlists and play them. Playlist Manager will save your file as .m3u directly under your chosen music folder which can then be played by PSP music player. Playlist Manager has its own music player that will allow you to play your selected music file, folder or playlist.
There are no restrictions on file addition or removal - you can keep on adding the same file and in any order. Playlist Manager can recognize and play playlists and music files from sub folders. You can use Playlist Manager as any other MP3 Player.
Installation
Unzip the eboot.pbp file under /PSP/GAME/Playlist Manager/.
Controls
Up/Down - Scroll the list
Left/Right - Minimize/Maximize menu
Cross/Circle/Triangle/Square - Differs on each playlist management location
R - Play selection

Compatibility
Tested on 3.40 OE and will work on 3.10 OE. Basically any new firmwares that has ms0:/MUSIC/ as location for their music files.
Known issues
There is an issue with playing music files from computer generated m3u files. Playlist Manager can read them, add and remove music files from them but it can't play them properly and may even crash the app if you attempt to do so. But any changes you make on these computer generated m3u files with Playlist Manager will still be playable by PSP music player.
