A homebrew application that allows you to create simple flipbook animation.
User guide
Playback only works once, after that you will have to hit Start to exit then relaunch the program for another playback.
Current frame limit is 30. The application includes a sample animation. It loops but its just the same frames, copied, pasted and renamed.

Analog - Move cursor
Cross - Draw
Square - Clear frame
R - Next frame
Triangle - Playback frames
