VoiceChatClient wifi allows users to chat over 150 channels via voice or drawings. It uses the settings from Nintendo WFC and thus very easy to use.
User guide
A minimum of 2 people, both of each are running this application on flash cards. To talk, speak into DS microphone (not too loud or will get a microphone overflow causing voice to lag) while holding it at a distance.
Make sure to select headphone 2 option to make sound louder (or use headphone).
